Chief information officers (CIOs) expect a modest increase in hiring in the fourth quarter, according to the latest Robert Half Technology IT Hiring Index and Skills Report. Nine percent of chief information officers (CIOs) plan to add information technology (IT) staff and 6 percent foresee cutbacks before the end of the year. The net 3 percent increase in hiring activity is down three points from the prior quarter's forecast, but up three points from this time last year.

Fitch Ratings says that Europe's oil refining sector still faces a challenging recovery from the cyclical lows of 2009 given the persistently weak demand for oil products in Europe and OECD countries. Nevertheless, the sector credit outlook, which remains challenging, has improved compared to 12-18 months ago, as there is less uncertainty regarding the depth and length of the refining trough given moderate improvements since the 2009 trough.

PandaLabs, Panda Security's anti-malware laboratory, has discovered that hackers are creating 57,000 new websites each week that exploit approximately 375 high-profile brand names worldwide at any time. These findings are based on a three-month long study conducted by PandaLabs of its global malware database. Notably, eBay and Western Union-related URLs comprise 44 percent of all malicious sites, with Visa, Amazon, Bank of America and PayPal also heavily targeted by cybercriminals.

On 1 January 2009, 31.9 million foreign citizens lived in the EU27 Member States, of which 11.9 million were citizens of another EU27 Member State. The remaining were citizens of countries outside the EU27, in particular from other European countries (7.2 million), Africa (4.9 million), Asia (4.0 million) and the American continent (3.3 million). Foreign citizens accounted for 6.4% of the total EU27 population.

Three in ten Americans recently surveyed by PricewaterhouseCoopers' Health Research Institute said they would use their cell or smart phone to track and monitor their personal health, and 40 percent would be willing to pay for a remote monitoring device that sends health information directly to their doctor. Their interest reflects the nascent but fast-growing market for remote and mobile health and significant business opportunities for organizations using consumer technologies to support preventative, acute and chronic care.

The United States ties for fifth place with Switzerland in a new "World Giving Index 2010" (WGI 2010) report issued by the Charities Aid Foundation America (CAFAmerica), a member organization of the United Kingdom-based Charities Aid Foundation international network of offices. The review of the state of giving in 153 countries representing 95 percent of the globe's population is the most ambitious study of its kind to have ever been attempted.

There were 3.0 million job openings on the last business day of July 2010, the U.S. Bureau of Labor Statistics reported. The job openings rate increased over the month to 2.3 percent. The hires rate (3.3 percent) and the separations rate (3.4 percent) were unchanged. This release includes estimates of the number and rate of job openings, hires, and separations for the total nonfarm sector by industry and geographic region.

Private industry employers spent an average of $27.64 per hour worked for employee compensation in June 2010, the U.S. Bureau of Labor Statistics reported. Wages and salaries averaged $19.53 per hour worked and accounted for 70.6 percent of these costs, while benefits averaged $8.11 and accounted for the remaining 29.4 percent. Total compensation costs for state and local government workers averaged $39.74 per hour worked in June 2010. Total compensation costs for civilian workers, which include private industry and state and local government workers, averaged $29.52 per hour worked in June 2010.
