Meanwhile, employer hiring confidence in European countries is mixed with positive job prospects reported in Germany for the quarter ahead. And although hiring plans in the U.S. are stronger compared to one year ago, the cautiously optimistic hiring pace reported for the next three months indicates economic concerns continue to weigh on the minds of American employers.

Despite growth in the economy, the economic climate for American workers hasn't improved much since last Labor Day, and they are significantly worse off on most measures than they were a decade ago, according to the third annual Labor Scorecard compiled by Rutgers' School of Management and Labor Relations (SMLR). While August's unemployment rate was 9.6 percent, 0.1 percent lower than last August, the figure is about 2.5 times August 2000's 4.1 percent.

The SFN Group Employee Confidence Index remained virtually unchanged, decreasing 0.2 points to 48.2 in August. The index, which measures workers' confidence in their personal employment situation and optimism in the economic environment, reveals that slightly more workers believe the economy is getting weaker, although the percentage indicating that more jobs are available increased.
