Homeowner confidence was all over the map in the third quarter, as home values in some parts of the country stabilized while other areas saw continuing declines. Homeowners in the Northeast were the most cynical about their own homes' values over the past 12 months, although the region posted the highest percentage of homes increasing in value during that same time period, according to the Zillow Q3 Homeowner Confidence Survey and the Zillow Q3 Real Estate Market Reports.

Real average hourly earnings fell 0.1 percent from September to October, seasonally adjusted, the U.S. Bureau of Labor Statistics reported. A 0.3 percent increase in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) slightly offset a 0.3 percent increase in average hourly earnings for production and nonsupervisory workers.

The EU's 2010 budget was agreed by conciliation delegations from Parliament and the Council. They found funding for the EU economic recovery plan and of the closure of the Bulgarian nuclear plant Kozlodoy and agreed on emergency aid to milk producers. Payments will be €122,937 million, splitting the difference between the two sides' initial proposals.

On a seasonally adjusted basis, the Consumer Price Index for All Urban Consumers (CPI-U) rose 0.3 percent in October, the U.S. Bureau of Labor Statistics reported. The index has decreased 0.2 percent over the last 12 months on a not seasonally adjusted basis.

The Producer Price Index for Finished Goods advanced 0.3 percent in October, seasonally adjusted, the U.S. Bureau of Labor Statistics reported. This increase followed a 0.6-percent decline in September and a 1.7-percent rise in August. In October, at the earlier stages of processing, prices received by manufacturers of intermediate goods moved up 0.3 percent and the crude goods index increased 5.4 percent. On an unadjusted basis, from October 2008 to October 2009, prices for finished goods fell 1.9 percent, the eleventh consecutive month of year-over-year declines.

In the construction sector, seasonally adjusted production decreased by 1.1% in both the euro area (EA16) and the EU27 in September 2009, compared with the previous month. In August, production rose by 0.1% in the euro area, but fell by 0.1% in the EU27.
