Largely driven by falls in real output (gross domestic product at constant prices) due to the crisis, unit labour costs for the total economy rose 0.9% for the OECD area in the fourth quarter of 2008 and were up 2.9% year on year. The group of the major seven economies and the Euro area display similar aggregate trends.

Governments must urgently adapt their labour market policies to help their most vulnerable citizens in the economic crisis. Key to this will be avoiding that the crisis further strengthens a disability benefit culture that pushes many people with disability or poor health onto benefit schemes and out of work for the rest of their lives, according to the OECD.

GDP declined by 2.5% in both the euro area (EA16) and the EU27 during the first quarter of 2009, compared with the previous quarter, according to flash estimates published by Eurostat, the Statistical Office of the European Communities. In the fourth quarter of 2008, growth rates were -1.6% in the euro area and -1.5% in the EU27.

Continuous government support for private sector growth is of strategic importance to China if it is to build up an enterprise-led technological innovation system, says a World Bank report. "In China's existing national innovation system, state-owned enterprises and research institutes are the main performers of innovation activities; in the future, however, China's success in technological catching-up is likely to rely more on the capacity of its private sector, especially large private firms", the report concludes.

Despite U.S. employees sustaining record losses in their 401(k) savings in 2008, their 401(k) saving and investing habits showed very little change, according to an annual study by Hewitt Associates, a global human resources consulting and outsourcing company. Still, not all workers ignored the market’s downward slide—employee investments in equity fund allocations were at record lows last year.
