The Manpower Employment Outlook Survey of global hiring trends reveals that employers worldwide say they will continue to cut back on hiring in the second quarter of 2009 compared to one year ago, with U.S. employers reporting the gloomiest outlook since the 1982 recession. In the Asia Pacific region, labor market conditions are expected to deteriorate at a surprisingly rapid rate.

The Conference Board Employment Trends Index fell sharply in February. The index now stands at 91.0, decreasing 3.2 percent from the January revised figure of 94.0, and down 21.7 percent from a year ago.

Commercial mortgage origination is largely suspended, triggering a rise in loan defaults; meanwhile lenders appear reluctant to commence liquidation of defaulted loan security.

Having seen a declining trend since November, the German online job market rallied in February, adding 10 points with all sectors except banking showing more job availability. Despite the overall up-tick and signs of strong hiring in healthcare and consulting, indicators of production and business activity are trending lower and January figures suggest that unemployment reached 8.3 percent.

The uptick in French recruitment lifted the Monster Employment Index France by eight points in February, halting its declining trend. However, on an annual basis, the Index fell 57 points, or 34 percent, suggesting that employers as a whole are wary of the uncertain economic future. This correlates with INSEE's latest forecast of at least a one percent contraction in the French economy during 2009.
