The latest Bloomberg Euro-Zone Retail Purchasing Managers' Index, based on a mid-month survey of economic conditions in the euro area retail sector, fell from 46.2 in September to 44.3 in October, signaling a drop in euro-zone retail sales for the fifth consecutive month and one of the steepest declines recorded since the survey began five years ago.

The U.S. capital gains tax rate compares unfavorably with many major economies, trading partners and developing countries, according to a new report by Ernst & Young LLP, commissioned by the American Council for Capital Formation (ACCF). The report compares individual long-term capital gains taxes among 25 major economies of the world and more than half of the countries surveyed have individual capital gains tax rates lower than that of the U.S.

The European Parliament Bureau has decided to put forward a strategic plan to reduce the institution's carbon "footprint" by 30%, thus going beyond the EU undertaking to cut greenhouse gas emissions by 20%. The Bureau welcomed an in-house study showing how the 30% reduction can be achieved, noting that Parliament's recent shift to the use of only "green electricity" in its three places of work has already reduced its greenhouse gas emissions by 17%.

The number of initial public offerings (IPOs) in the United States (US) has declined for three straight quarters as volatility in the US economy continues unabated. For the first nine months of 2008, there were 54 IPOs that raised $31.2 billion, a significant drop from the 195 offerings that generated $44.7 billion for the same period in 2007. When the $17.8 billion VISA IPO is excluded from the 2008 results, IPO value for the first nine months was just $13.3 billion.

Fitch Ratings says in a report that bank bail out measures recently introduced across western and northern Europe do not threaten sovereign ratings. While the fiscal costs of the measures are substantial they are within tolerances of existing ratings, but they clearly reduce fiscal room for manoeuvre in the face of shocks.
